Take Two Metrics and Call Me…

To evaluate a university’s commitment to supporting national innovation goals, here are two metrics that are not generally reported, but ought to be.

1) what is the university’s budget for innovation? In total dollars, and as a % of its extramural research.

2) what is the contribution from Bayh-Dole licensing to the budget for innovation? In total dollars and as a % of subject invention licensing income (SILI).

These metrics are not particularly useful as one-year snapshots (because both income and allocations can vary), but over five and ten year periods, it should be clear whether a university is investing in innovation or just giving big lip to it to get more state and federal funding for research.
